    • Job Title          : Education Project Manager

    • Location          : Mondolkiri Province with frequent travels to Phnom Penh as well as other provinces when required.
    • Time-Work      : Full time contract until the 31st of December 2014 - Renewable
    • Starting date     : January/February 2014
    • Monthly Salary : $US 500 per month according to experience and qualifications and $US 150 per month as bonus for project location (Mondolkiri)

  • Background
    • As an important member of NH Cambodia Management Team, the Education Project Manager is part of the Primary Education and Basic Health Care for Children and Indigenous Children in Cambodia project. He/she must be able to work autonomously as well as in close collaboration with other colleagues (Cambodian and foreigners). By complying with NH vision, mission and policies, he/she will contribute to achieve its goals and objectives.
    • He/she will be reporting directly to the Program Manager. He will be in charge of a team of around 10 members.
    • The position is based in Mondolkiri Province with frequent travels to Phnom Penh as well as other provinces when required.
  • Mission/Goal

  • Responsibilities
    • General Management
      • Manage the strategic development of the project, ensuring a high level of efficiency and quality.
      • Supervise the staff and coordinate all the activities within the project in order to ensure the accomplishment of our Primary Education Program goals and objectives.
      • Ensure NH activities and procedures are in compliance with donor and Government requirements.
      • Work in close collaboration with management staff of other NH Programs in Cambodia in order to establish a better integration of all our activities.
    • Human Resources
      • Support and supervise directly the Field staff and teachers in the implementation of the different project activities, the impact monitoring and the documentation of the project.
      • Ensure an on-going training for all the staff under his/her responsibility.
      • Ensure the implementation and respect of Human Resources management practices established by NH.
    • Monitoring & Evaluation
      • Establish, in coordination with the Program Manager and the M&E team, appropriate Monitoring and Evaluation procedures and ensure their effective implementation by all staff members
      • Prepare all necessary reports according to criteria requested by NH, donors and/or government.
      • Ensure the production of timely and quality donor narrative reports.
    • Finance
      • Ensure an appropriate financial control of the project, through a systematic expenditures recording and monitoring, respecting the budget provisions and all NH accounting standards and procedures.
      • In collaboration with the Program Manager and Finance Manager, ensure the production of timely and quality financial reports.
    • External relations
      • Establish and maintain effective network and partnership with Government officials, state agencies, stakeholders and International and National NGOs.
      • Represent NH and work with the key departments of the different Ministries involved in the project sector as well as with local authorities (from village to province level) and all other relevant stakeholders.
    • Program development
      • Assist the Program Manager and the Country Coordinator in developing new programs/projects proposals, preparing budgets, collecting information and documentation required for funding proposals, ensuring consistency with NH strategy as well as government policies.
      • Assist the Program Manager and the Country Coordinator of New Humanity in any other reasonable tasks as requested.
  • Requirements of applicants:
    • University degree in Education or related field (required)
    • Master of Education/Inclusive Education is considered a strong asset
    • A minimum of 2 years experience in managing education projects (required), preferably focused on pre-school and elementary level
    • Strong knowledge of the Cambodian Education Sector, especially on Child Friendly School Policy (required)
    • Experience with staff management and supervision
    • Familiar with monitoring tools and evaluation process, including a proven experience in report writing.
    • Good communication & presentation skills with the ability to establish fruitful relationships with beneficiaries and stakeholders.
    • Patience, tolerance, creative, flexibility and commitment to work with disadvantaged people in remote areas.
    • Honest team worker with strong ethical values, sense of responsibility and demonstrated accountability
    • Verbal and written skills in Khmer and English (required)
    • Motorbike driving skills (required)
