  • Description  
    • Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.
    • We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 7.8 million children by constructing more than 1,700 schools, establishing over 16,000 libraries, publishing over 800 new children’s book titles in 27 local languages, and reaching over 25,000 girls through our Girls’ Education program. We are now seeking a qualified national or international consultant to conduct a Rapid Evaluation of Room to Read Cambodia’s Girls Education Program.
    • Consultancy Overview: The consultant is to conduct a rapid evaluation of our Girls Education Program (GEP). The proposed period of performance runs from Week 4th /October 2014-Mid-January 2015and includes collecting qualitative and select quantitative data from program staff, girl participants, teachers, and parents at 6 schools (2 in Kampong Cham, 2 in Kampong Thom, and 2 in Siem Reap province); analyzing the data; and writing a report summarizing the results and findings. The research aims to identify how GEP is working in Cambodia, if and through which components the program is achieving its goals, and which gaps may exist between implementation and ideal program design. The research is part of a wider 4-country effort to assess the effectiveness of the GEP program model for Room to Read, and will contribute to the planning of a large-scale randomized evaluation of the program in 2016.
    • Terms of Contract: The contract between Room to Read and the consultant selected for this study will be a fixed fee determined by mutual agreement of both organizations. The consultant entering into a contract with Room to Read must ensure that the entire scope of work (both direct and indirect costs, including travel to/from school sites) can be completed with the available resources and base on the timeline.
    • Reporting, Liaison and Work base: The Consultant is subjected to liaison to Room to Read’s Global GEP Researcher and Cambodia-Research Monitoring and Evaluation Manager.

  • Duties + Requirement
    • Established data collection firm with sound references;
    • Experience conducting and leading qualitative research activities in rural areas;
    • Experience conducting and analysing qualitative research related to education and gender;
    • Experience conducting qualitative research with youth;
    • Excellent verbal and written communication skills in English, including the ability to write reports and present information;
    • Ability to work independently;
    • Ability to meet deadlines;
    • Availability to complete research in Week 4th Nov-2014 to –Mid-Jan-2015.
